To: The American Prison Writing Archives From: Harold Hempstead Date: September 3, 2017 Essay on how many convicted killers I've received as cellmates out of retaliation for my communications with the media, civil rights groups, agencies, etc. about the unconstitutional conditions of the Florida Department of Corrections (FDC) In June 2000 I was convicted and sentenced to 165 years in FDC on 34 counts of burglary and one count of dealing in stolen property, no body was in the homes during the burglaries and no body was physically harmed. [Because?] of the foregoing I'm considered a non-violent offender. In May 2014, it became public knowledge via my consentual communications with the media that I was in regular communications with the media, civil rights groups, state and federal agencies, etc. requesting help with addressing the unconstitutional conditions of FDC. 1 From 2014 till March 2017, I was housed with 5 drug addicted convicted killers in FDC. Around the beginning of March 2017 my sister placed a petition on change.org that discusses in some detail how FDC staff continued to place convicted killers in my cell in an attempt to place me in danger. You can read the petition my sister placed on change.org by going to change.org on the internet and using their search engine to find the petition entitled "Florida stop endangering witness to your crimes". Other than the 5 drug addicted convicted killers I received as cellmates in FDC, I'm now starting to receive convicted killers as cellmates in the Tennessee Department of Corrections (TDOC). I was involuntary interstate compacted from FDC to TDOC. Since being housed in TDOC I've now started receiving convicted killers as cellmates in TDOC. TDOC staff have placed Carl Hassinger (TDC#) in a cell with me as my cellmate. A review of Hassinger's appeal on his criminal case shows he's in prison on first degree murder. (See case number "1993 WL 291725). 2 I'm a non-violent offender, with no disciplinary reports in 9 years, and whose very known for being anti to violence. Also, it's well documented in news articles that prior to my incarceration I worked for law enforcement, and since my incarceration, I've been housed in FDC protective management units for years. Also, by the FDC "inmate risk management system/sexual risk indicator" (IRMS/SRI System) I'm ranked as "identified prey". In TDOC I'm listed as a minimum custody non-violent offender and verified victim. The chances of me being physically harmed if I'm housed in a cell with a non-violent offender are much less than if I'm housed in a cell with a violent offender. FDC and TDOC both know this. Also, according to the FDC and TDOC classification systems, I'm not supposed to be housed with violent offenders. If you Google my name, you'll see why FDC TDOC staff have done the foregoing. All FDC and TDOC have to do to fix this problem is stop engaging in retaliation 3 against me and follow their classification and housing systems. Hopefully I'm not killed by a cellmate that TDOC or FDC places in my cell to kill me. I have constitutional rights under the first amendment to freedom of speech and redress of grievances.
