I have composed this promulgation not out of animosity or spite, but necessity. Your attention is imperative, and I ask that any preconceived notions about "inmates" be set aside for this brief moment so that these words are truely understood. Please let No misconception deter you from reality, I assure you that these issues affect you. Allow me to explain and start off by giving my personal example of abuse by the Pennsylvania Department of corrections. And let this example delineate that of a pattern, People are being abused, property is being stolen, and lives are thrown into a "HOLE" for no reason. I was attempting to enlist the help of friends in the world to commence a criminal investigation into the $15 million from PA taxpayers illegally obtained by the DOC in August, 2018. When a few officers faked an illness from "drug exposure", claiming they became ill from a single touch of "fake marijuana", the idea ostensibly came from; 2 weeks prior an officer in Ohio became ill after being exposed to fentynol(A highly toxic substance). My friends attempted to obtain toxicology reports from the Pa officers that would validate this was an act of fraud but was met with adverse opposition from the DOC. We were going to attempt to make this all public, to let Pa taxpayers know that so much money that could have went into schools or jobs went to prisons, and to a company in Florida where inmate mail is now sent, this company was chosen because Pa officials have means to profit such as former secretary of the DOC, Mr. Beard. This inquary was only spurred by the fact that my family was upset that they have to send my mail to Florida. They are already paying some company (J-pay) in Florida every time they send money to me. Well my phone conversations were overheard and on March 22, 2019 an officer went into my cell and caused damage and stole some small items while I was at the dinning hall. On May 19, I was tangently taken off my Psychotropic medication without any warning(that I have been on for years stemming from a diagnoses from when I was about 12 yrs old). I wrote grievances but they were given to the very people I was grieving and a denial no-doubtedly ensued. The superintendent agreed with his fellow co-workers, then an appeal to Harrisburg proved fruitless as they too stood by their co-workers. I created a "Petition for Review" and submitted it to the Commonwealth court of Pa, Docket No. 307 M.D. 2019, claiming that the entire grievance procedure employed at Sci Houtzdale is corrupted with prejudice. I used the forementioned issues as evidence. Then On June 06, 2019 Lt. [redacted] and other preeminent security officials sent 2 security officers to my cell to conduct an "investigative search". After trashing my cell they began to take all my electronices, i.e my television, keyboard, and desk lamp, I knew this seemed suspicious so I asked why, and they responded that they need to "scan to see the inside" (we have these multi-million dollar scanners thanks to that $15 million fraudulently obtained). I asked them if I could go and be present during this "scan" but was told "NO" so I asked them for a receipt and notation that there is nothing wrong with my electronics, so I would receive them as they were. They releuctantly did because so many witness's were watching. Then 8 days later I was called to security and told by officer [redacted] that my electronics were altered, missing and different screws, missing paint, etc. I told him thats not how it was and showed him my receipt. He told me if I dont sign to have my electronics destroyed he was going to issue me a misconduct. I refused, and he unfortunately issued me the misconduct. I wrote a grievance claiming this seems to be harassment, policy 203 1.B states I should have been permitted to be present during the search of my electronics and policy 203 D.1 states there needs to be "resonable suspicion" for an investigative search, and I didnt believe they had any. My grievance was given to the security dep't to be in charge. Lt. [redacted] called me up to security and informed me that I will never get my property back, and he is not calling my witness's because they are inamtes, and when I asked why are they doing this, he informed me of my phone conversations and I'm attempting to cause trouble, so until I stop... I appealled my grievance to the superintendent, Barry Smith but he was aware of my phone conversations too so even my policy claim 804, that "the staff member placed in charge of a grievance shall not be directly named or involved in..." had no weight and the superintendent ignored my claim, and they kept my electronics. This has become a prevelant issue in the DOC, most inmates are afraid to submit grievances, they even use me as an example of what will happen. Some inmates have attempted non-movement protest, see; workersworld.org vol. 61 #16 Aprile 18, 2019 pg.2(Pa prisons intended on protesting). People are thrown in the "HOLE" without adequate due-process. No witness's are ever called, the staff sides with eachother always, and this malicious procedure has become so common that even the new hired staff notices it's wrong but then soon falls into formation with their fellow co-workers. Our Superintendent has made circumventing even the policy so comfortable that the rights even in the U.S. Constitution have become invisible and not only is our property not safe, but we are Not safe. The aforementioned is just my example. I witness these same violations everyday. Right now 3 blocks are locked down pursuant to a new policy that states if anyone gets into a fight on a block, that entire block will be locked down for up to 30 days with no contact to our families. Even after the inmates who fought are taken to the "HOLE" and no-one else was involved. The DOC is out of control, and why should anyone care? First, that $15 million was yours, and where do you think these inmates with all this animosity towards authority will eventually go; could be your neighbor. It is no longer enshrouded from public that officers and authority figures sometimes rise above the Law, and as this continues we all realize we are NOT safe from the very ones who are sworn to protect us. You see this even on the streets, everyday on the news someone is beaten or murdered by the police. and a few weeks ago people at a Starbucks coffee asked a group of police officers to "please leave" because they felt UNSAFE. In the DOC there is no aptitude testing to rise in ranks, and grievances or misconducts don't affect officers so there is no incentive to impel propriety. Humanity is lost. As long as we allow this to continue unchecked it will only worsten. They have already taken all my property from me; I am No longer silent, and my pen is No longer still.
