Dec. 14, 2018 Inmate Grievance Officials at Orleans CF are enforcing unwritten rules. In ORL-24136-18, staff claim that I have been advised of the facility rules for conducting a business and have failed to comply with these rules. Grievance is a non-adversarial process, and cannot be used to cite me for alleged misbehavior. I want to make it absolutely clear that I am not grieving the existence or enforcement of any facility rules, I am grieving the fact that these alleged rules are not published in writing anywhere. I have thoroughly reviewed the DOCCS Directives, Inmate Rule Book, and Orleans facility rule book, and can find no such rules. Outside counsel has informed me that these alleged facility rules do not exist, and would be completely illegal if they did. The law, both state and federal, requires all prison rules to be published in writing and given to all inmates. Action Requested Prison officials must published these rules. Robert Richter
