Felton L Matthews Jr. Date 6-24-2018 Essay Title "Prison Sex Crimes and Abuse: Options and Defenses with the Truth about the Prison Rape Elimination Act of 2003 and why it's ineffective" In April of 2010 my alleged son [redacted] wrote me a computer typed letter in a mocking and condescending tone stating that I should try not to get raped. As a convicted child sex offender, it seems that even your adult or teen children treat you with disrespect and contempt. What he does not know is that I have not lost any single combat fights in two institutions: The Texas Department of Corrections and the Nevada Department of Corrections. He does not know that his paternity is suspect along with his baby sister [redacted] and that my request for a check was blocked by NDOC and the family clerk's office as it could reopen my criminal case and vacate my plea-agreement (which is violated). At the age of four, he does not remember that I denied him my instruction on how to fight his sisters when he got mad at them. I told him that he needs to learn to make peace first. I spanked them for making fun of my alleged victim for not having her father around, "then" I went to prison on "this" case. Rape or sexual assault, both are legally distinct, are reprehensible crimes. The legal difference is that sexual assault only requires that any attack or threat is sexually motivated and it forces one against their will to submit. Rape covers force along with coercion or trickery. Some state codes charge rape others charge sexual assault, some have "both". Homosexual based rape or sexual assault however is another "barrel of pickles" people. If the law states that minors under 18 do not understand the acts and consequences of normal heterosexual sex, they should not even understand the confusion of a same sex suitor hitting on them. (Yet on T.V. people encourage and applaud minors who come "out the closet". Explain this to me if you can people. Do not justify it, explain it.) "Why deviant homosexual rapes occur in male and female institutions" It is in the history of our antiquity, in our armies and navies, in our ships and in our prisons that homosexual rape occurs. My reasoning and explanation for it, if you are willing as a reader to accept it, is that is occurs due to a lack of self-control and a need to establish and assert power over others. You see the rapist and people who commit sexual assault on "their own sex" do not see the moral issue. They only see the need for their own pleasure. It feels good to them and they see nothing wrong with it. So they figure it should feel good to the object of their aggression. And in truth, oral sex should feel good to anyone. The problem is however age and the person doing it and their sex. (e.g. kids under (18) will have sex with each other but only a few will take on an adult. This is also the issues with homosexual (sex). If this is not true, then why is there teen pregnancies and minors declaring themselves homosexual, lesbian, and transgender?) Another problem with this thinking error in rapist, especially prison rapist, it's not just oral sex and kissing, it's anal penetration! Talking candidly to fellow male prisoners, they feel that masturbation is more demeaning than being pleasured by or with a man. In fact, prison rapist and homosexuals look down on sex offenders whose crimes are heterosexually based especially with children. The prison rapist is seldom charged or placed in a DNA database, and that people is why the Prison Rape Elimination Act or PREA "does-not-work". The thinking error now is compounded. Men view men who get raped or sexually assaulted in prison as either already "gay" or "weak". Indeed, a person should know right off the bat whether or not they want a person on them! Yet, you got cases like Bill Cosby where people coming out decades later claiming they were sexually assaulted, abused, and raped. I have no sympathy for them and here's why. If you decide that you do not want to call the police because of your career being stigmatized by you asserting your rights, then you are nothing but a common whore. You are "paid" by being left in the "game". You have no honor and Hollywood is a cheap price to pay for it. This includes the music industry, NFL, law firm, whatever. I have heard a rumor in Las Vegas, Nevada that women even "couch cast" for lucrative *cocktail and stripper shift positions. This is not barring the cold fact that some women do sexual favors for cab drivers. It's the truth. (*50,000.00 plus dollars or more a year). Going back to Institutional sex crimes, in prison we have a saying, "If you were a "man" out on the street. You will be a 'man' when you leave prison." What I find hilarious is that men who claim they are "men" turn out to be in the closet homosexuals. Gang members who have stabbed and or killed people have dropped to their knees, and not to pray for the forgiveness of their sins, to give other men anal or oral pleasures. Another reason why PREA fails is that it does not address consensual sex violations. If it did fairly, no one would get prosecuted or receive prison charges for it. Men have sex in prison consensually for practical reasons you would not believe! (i.e. paying gambling debts, getting hygiene or a few comforts-male prostitutes, or to get appliances if available and protection) (*Indeed, I was challenged at a Lovelock Correctional Center. A man or a young girl. I chose a young girl. I am not "doing" a man.) I personally spared the lives of three men who I will not name for sexual advances. I simply moved out the cell and did not charge them or *I had them moved. Homosexual rape or sex occurs in prison occurs also due to loneliness and emotional needs. You, the reader, do not realize this. But it is hard on some people to watch other inmates get mail, [store?], appliances, and packages and they get "nothing". Oh you say that there is paid work but that does not extend to everyone. There could be safety and security reasons why a person cannot get a pay code. I am in a type of "illegal" segregation that should be P.S. I cannot get a job because staff who has tried to get me attacked had spread my charges and they fear I will carry out my ultimatum: "If I get attacked because of 'you', I will not only fight the inmate but I will see 'you' next!" "The Worst Type of Prison Rapist" In my opinion, the worst type of prison rapist are the "vigilante type". They say, "Oh, I am going to rape you like you raped that little girl or boy!" When they do it, they are applauded by both staff and inmates who approve of the conduct! That is also why PREA does not work and staff will cover it up. Officers will cover their informants people and in Nevada, officials will cover NDOC staff. Why become something you hate? You hate rapists but you will "rape" a rapist? Does it matter really if sexual assault or rape is wrong? *Does it really stop the crime? No, atypically rapists "pass the buck". (If this is not true, then why do sex offenders reveal their own abuse when caught!) *Vigilante rapists are also the worst in the closet rapists-homosexuals because they need a flimsy excuse to be who they "really" are!) "How I survive' In prison, there exist an informal economy. Oh, you can run sports tickets and "enforce" or you can become a male prostitute. You can also give tatoos. (Yep, you can make a tattoo gun in prison "and" it does great work people. You risk AIDS and HEP C.) When, my own daughter [redacted ]and her mother [redacted] refused to put me in contact with ex-lovers and people who could have helped me, I turned to art. I was already [illegible] writing and drafting lawsuits for people and I do H.S. work and test and help people graduate. I know how to fight the state and people give good stamps, hygiene, and food for that! I also sell my entrees especially when my blood sugar is too high. I have sold some cards I made and pictures. I survive emotionally by recreating all my ex-lovers in color and I place them on the wall legally as a reminder that once I "was" loved. My family has always tried to destroy me even from high school, now it's extended to my children due to my crime. But do not "trip", I make parole and survive this. I will teach them what family is and leave them alone! I will judge them and treat them as they truly deserve. (DNA Testing). [redacted] will be relieved his father is not a child sex offender! The irony is that is father does not care about him at all! (Chuckle!) This is a grand joke while I took care of him! I tell you my readers, judge for yourselves, which one is worse? HE was never even a victim! "Honor thy mother 'and' thy father." I survive also due to my "fist". Drawing blood, like money, makes people treat you very differently. I also survive by using my head and apply the rules and law. Staff hates me because I am a child sex offender and I make them do their job and "protect me". I told my sister [redacted] in 2008 when my father died that I cannot fight the yard. In fact, I am so cunning and effective a combatant people have placed me, a "cowardly" punk ass child molester, on their enemy list "and" I had to sue to get into protective segregation where I should be in the first place! Now, I ask you, my reader, "What is wrong with the above?" What? I got to file lawsuits to get into P.S. and I got gang members from Reno, Nevada putting me on their enemy list, but I have no gang history or ties and I caught my case in Las Vegas, Nevada? Another joke is that I fought off a "torpedo" attack set up in Clark County Jail by officers fighting two people, and I got labeled a "violent homosexual" for punishing it! and I am not even a homosexual. My crime is heterosexual based! (Yet, the state and the Feds will lock me away or execute me if I retaliate as I should and punish this conduct as it deserves with utter prejudice! "How to Protect Yourself from Prison Rape or a Man" The first line of defense from rape in prison is "you". You are your own "PREA investigator". 1) Do not tell your business pleading your innocence as a sex offender. The fact you are locked up is guilt enough. No one wants to hear it-at all! 2) Do not gamble or get into debt in prison. That is how predators trap you and demand sexual favors. I heard of one guy taking sex only to pay off the "interest." (Yep, people get taxed). 3). Get where you belong. If you are a snitch/informant and or a sex offender, especially a child sex offender "lock up" stupid! "Shame" takes a back seat to safety! Men are prideful. 4). Assert your manhood, tell your new cellmate you are not gay and you do not play "that". You "like" women, and you got a wife or girlfriend. 5). FInd a job, formal or informal, that gets you what you need "without" sexual favors. 6). If your cellmate "still" wants to try "you", put in for a cell swap or report the sexual aggression or I have to the floor officers and administration. If they do not fix it, and you get attacked or raped by an inmate, it is a big lawsuit. "Get paid!" If the above 1-6 fails, and you do get rape, this is my advice to you. A) Fight back. If you are outnumbered and they have weapons. The key is to survive, live to tell. Telling "is" fighting back. Also discretely collect their DNA. Rapist are "animals" and the drive clouds judgment. Yeah, you got raped but in your memory you did something about it. That's the real key. It's in your head. If it's "one-on-one", no weapons, fight back hard. Nothing barred, hit them in the balls, hit them with objects in the cell, and scream, "No! No! No!" someone will hear and call stuff. If you do get the better of them, make it count! Make an example of them. Usually if I whip a guy bad enough, I am left alone. This for me is both prison and while I was in school. Draw blood, or break something on them. And even if you do "lose", and you do get penetrated sexually, you will not be considered an easy target and not worth the effor, "and" you still invoke PREA and report it. It's an 8th Amendment violation and prosecutable under 42 O.S.C. 1983 in Federal Court. If staff sets it up on purpose prosecute 42 U.S.C. 1985 (1-3) civil rights conspiracy and add O.S.C.A 1 retaliation for reporting it. I will not discuss weapons and tactics due to A.W.P.A. guidelines. But I encourage you to use your "imagination" in prison or jail. I advocate self-defense not violence. Also if raped "always" get tested for HIV (AIDS), HEP C, and venereal disease. If you get these in the course of being raped in prison, it's not your fault. But, unfortunately you will have to live with it. Again, report it, "grieve it", and exhaust administrative remedy and sue them in state and or Federal Court. This doctrine also applies to incarcerated women. God bless and protext you, especially if you get locked up (Especially in California, Illinois, Louisianna, Florida, Texas, and "Nevada") and most foreign prisons-for real! Felton L.
